Frank Murphy (Roy Scheider) is an LAPD helicopter pilot still dealing with the traumas of his experiences in the Vietnam War. Shortly after being given a new spotter, Officer Richard Lymangood (Daniel Stern), he finds he is reassigned to a special project being run by his former commander in Vietnam, Col. F. E. Cochrane (Malcolm McDowell). The project centers around a new type of attack helicopter called Blue Thunder, which is to be used for riot control and surveillence. But Murphy and Lymangood soon discover that their new aircraft is part of a plot to alter the power structure of the city and the nation, and must use Blue Thunder's abilities to bring the plotters to justice.
